Add TiredVPN to VPN section

Context:
Reviewed existing VPN entries format and alphabetical ordering.
Added TiredVPN between strongSwan and WireGuard. Verified entry
matches the list conventions (description, source code link, license, language tags).
Spent ~5min on format verification.
